Jack Bartlett is driven by memories, both wonderful and horrendous, from his tenure there in 1943. Inner demons now make the resurrection of this tired building his one and only priority.
When a routine cigarette smuggling bust goes bad and the suspect shoots a Treasury Agent, fraud investigator, Sean Ferguson begins a quest to stop the perpetrators.
